GOMBA UCSATP REPORT HIGHLIGHTS AGRICULTURAL PROGRESS, INVESTMENTS AND IMPLEMENTATION CHALLENGES

Gomba District has reviewed progress under the Uganda Climate Smart Agricultural Transformation Project (UCSATP), highlighting achievements in farmer mobilisation, agricultural input distribution, staff capacity building and infrastructure planning.

The progress report was presented on 8th October 2026 at Kabulasoke Core PTC to district councillors, technical staff and other stakeholders. The meeting assessed implementation progress and interventions aimed at increasing agricultural productivity, market access and resilience across selected crop, livestock, fisheries and beneficial insects value chains.

Presenting the report, District Production representative Namboowa Sharon outlined achievements under the different enterprises. Under the coffee value chain, 42 farmer groups comprising 1,200 members had been registered, with farmer contributions amounting to UGX 229.824 million and government support reported at UGX 919.296 million. The total investment under the crop value chain was reported at UGX 1.149 billion.

Under the beneficial insects value chain, one apiculture group comprising 20 members had received inputs worth UGX 37.44 million. The report further indicated that 67 groups had established wallets and were awaiting government contributions to redeem their inputs.

Other achievements included community sensitisation through meetings and radio talk shows, staff training in sustainable land management, e-voucher systems, agribusiness and grievance management. The district had received seven plant clinics and equipment, while ten agricultural input suppliers had qualified from Gomba. One project pick-up truck had also been received, with four motorcycles procured but not yet delivered.

Speaking during the meeting, District Chairperson George Abigaba participated in discussions on project performance and the importance of ensuring that government agricultural interventions translate into tangible benefits for farmers and communities.

Namboowa Sharon, while presenting the report, highlighted progress made across the value chains and identified implementation gaps requiring stakeholder attention. The presentation provided a basis for reviewing achievements, outstanding activities and the support needed to improve delivery of project inputs and services.

Representing the Chief Administrative Officer, Kizito Martin participated in the engagement on implementation progress and coordination between district leadership and technical staff. The meeting brought together political and technical stakeholders to review the project’s performance and consider priorities for the remaining implementation period.

Infrastructure priorities include the Maddu–Kawuula Road, covering one kilometre, and Kyebumba–Kasambya Railway Road, covering 6.2 kilometres. Other planned interventions include irrigation schemes, valley tank rehabilitation, communal ponds, an integrated laboratory and a weather station.

The report identified challenges including delayed government co-funding, approval delays and shortcomings in the e-voucher system, which sometimes fails to display available supplier items or generate reports.

The review is expected to strengthen coordination, accountability and timely implementation of UCSATP activities, ultimately supporting agricultural productivity and improved livelihoods across Gomba District.
