MINISTRY OF LOCAL GOVERNMENT INDUCTS GOMBA DISTRICT COUNCILLORS AND KEY STAKEHOLDERS

The Ministry of Local Government has conducted an induction exercise for Gomba District councillors and key local government stakeholders to equip them with the knowledge, skills and tools required to effectively execute their mandates and contribute to improved service delivery.

The exercise was conducted from 6th to 17th October 2026 at Kabulasoke Core PTC and Ssaza Hall in Kanoni. It brought together district and sub-county councillors, representatives from the RDC’s office, District Service Commission, Public Accounts Committee, District Land Board and the District Technical Team.

The induction came at the beginning of the councillors’ new term of service and provided an opportunity for participants to deepen their understanding of their roles, responsibilities and the systems that guide local government operations.

Among the key modules discussed were decentralisation, communication, leadership, human resource management, planning and budgeting, council rules of procedure, economic development and the Parish Development Model (PDM). The sessions were intended to strengthen the capacity of councillors to participate effectively in council business, oversight, planning and decision-making while working closely with the technical team.

Speaking at the opening, LCV Chairman George Abigaba thanked the participants for attending in large numbers, describing their participation as a sign of loyalty and commitment to their responsibilities. He appreciated the Ministry of Local Government for conducting the induction and requested its representatives to convey to the Ministry the concerns of local leaders regarding the need for an increment in their allowances.

Magezi Christopher, representing the Ministry of Local Government, urged councillors to keep time and remain attentive throughout the programme. He encouraged them to make the most of the sessions by acquiring knowledge and skills that would enable them to effectively serve their communities during their term. He also introduced the induction team and outlined expectations for participants.

Representing the Chief Administrative Officer, Kizit Martin applauded the participants for attending in large numbers and thanked the Ministry for conducting the exercise. He noted that the training had come at the right time as councillors begin a new term, emphasizing that it would help shape how they perform their roles and responsibilities. He urged councillors to follow the programme closely, remain attentive and gain as much knowledge as possible from the sessions.

The sessions on decentralisation and council rules of procedure enhanced participants’ understanding of local government structures and council operations, while leadership, communication and human resource management emphasized effective leadership, teamwork and responsible engagement.

Planning and budgeting, economic development and PDM discussions focused on the role of local leaders in supporting development priorities and programmes aimed at improving household incomes and community livelihoods.

The engagement also provided a platform for stakeholders to share experiences, clarify expectations and appreciate the importance of working within laws, policies and procedures. This will support informed decision-making, oversight and stronger coordination in the implementation of development programmes and priorities.

The induction is expected to strengthen collaboration between political and technical leadership and enhance the capacity of councillors to promote effective, accountable and responsive service delivery across Gomba District.
